Studied political science and Eastern European history in Tübingen and Warsaw. After gaining his doctorate (1985), he completed an editorial traineeship, then an administrative traineeship. Subsequently in the higher general administrative service, consultant in the central office of the Ministry for Rural Areas, Stuttgart. Subsequently Head of the Department for Public Safety and Building Law at the Lake Constance District Office. Since 1995 Professor of Constitutional and Administrative Law and Political Science at the Faculty of Social Sciences. Dean of the department from 1999 to 2004.
