If you are experiencing difficulties and problems in your studies or in your social environment and other emotional stress, the Psychotherapeutic Counseling Center of the Studierendenwerk Seezeit is there for you. Counseling is free of charge and confidential.

Whistleblower Protection

As part of the implementation of the Whistleblower Protection Act (HinSchG) and guided by our interest in acting transparently and responsibly, we have set up a digital whistleblower system to ensure ethical and lawful conduct at our university.

This reporting system serves to prevent and avoid legal violations. It is available to all members of Ravensburg-Weingarten University of Applied Sciences. In addition to employees, professors and lecturers, students can also report compliance violations. All reports are treated in strict confidence and in accordance with the Whistleblower Protection Act.

In addition, the Baden-Württemberg Ministry of Science, Research and the Arts (MWK BW) provides a central whistleblowing address for all state institutions. It can be contacted by e-mail: Hinweisgebermeldestelle(a)mwk.bwl.de.

Frequently Asked Questions

The purpose of the whistleblower system is to receive reports of violations of criminal provisions under German law as well as violations that are threatened with a fine (i.e. administrative offenses) if the violated norm serves to protect life, limb or health or to protect the rights of employees or their representative bodies. This includes, for example, regulations in the areas of occupational health and safety or violations of the Minimum Wage Act.

In addition, all violations of federal and state legislation that were adopted to implement certain European regulations are included, as well as violations of directly applicable EU legislation in a variety of different areas, such as data protection and information technology security regulations or public procurement law regulations.

For further information on the scope of application, please refer to Section 2 HinSchG and the internal guideline on whistleblower protection.

At Ravensburg-Weingarten University of Applied Sciences, all university members, employees, professors, lecturers, students and members of the university are entitled to submit reports via the whistleblower system.

The scope of application also extends to whistleblowers who report or disclose violations if their employment relationship has been terminated in the meantime. The same applies to whistleblowers who are in an application process or whose employment relationship has not yet begun and who have obtained information about violations during the recruitment process or other pre-contractual negotiations.

The reports received via the whistleblower system are processed by the whistleblowing officer. In special cases, experts may be consulted. The whistleblowing officer is responsible for all essential steps in processing the report and decides on how to proceed, taking into account the principle of data minimization. In all cases, incoming reports and all information will be treated confidentially.

After receiving your report, we will send you a confirmation of receipt in your login area within seven days at the latest. You will then hear back from the Whistleblowing Officer within a maximum of three months of submitting your report, letting you know about the follow-up measures planned or already taken, such as internal inquiries or investigations. You will be informed by e-mail of any current processing status in your login area.

When you submit a report, you can view the processing status of your report in your login area within the whistleblower system. This login area also gives the Whistleblowing Officer the opportunity to contact you confidentially if there are any queries. You also have the option of providing further information at any time. You will receive login details after submitting your report. These login details (user name and password) are generated automatically. Please remember them.

The basic principles of our whistleblower management include the greatest possible protection of the identity of whistleblowers and the persons who are the subject of a report or named in it, as well as the protection of the confidentiality of the content of a report.

Only the Whistleblowing Officer will be informed of your report in the first instance and will accompany the further steps of the investigation. In the event of a concrete suspicion, internal/external specialists will be consulted if necessary. If organizational units other than the Whistleblowing Officer are involved in the investigation, the persons consulted are also obliged to maintain the same level of confidentiality.

The requirement of confidentiality of identity applies regardless of whether the incoming report is covered by the Whistleblower Act.

Unauthorized employees of the university will not have access to your report. All information in your report will be treated as strictly confidential.

The Whistleblower Protection Act only protects whistleblowers who have reason to believe that the information they provide is true. Intentionally or grossly negligently false reports result in a liability for damages and may have further legal consequences. Express reference is made to the possible criminal liability of incorrect information or false suspicion in accordance with § 164 StGB.

Furthermore, the identity of persons who intentionally or grossly negligently report false information is not protected from disclosure under the HinSchG. In cases of doubt, please mark your report as an assumption or statement by a third party.

The whistleblower may choose whether to report internally to the university or externally to the competent authority. Whistleblowers should prefer to report to the internal whistleblower system in cases where effective action can be taken against the violation and they do not fear reprisals.

A central external reporting office has been set up at the Federal Office of Justice. In addition, the existing reporting systems at the Federal Financial Supervisory Authority and the Federal Cartel Office are to be continued as further external reporting offices with special responsibilities.
